The equipment still has to clear customs, be nationalized, reach an end user who may be four hundred kilometers from the nearest workshop, be commissioned, be crewed by trained operators, and stay operational long term on original parts.

A specialized firefighting vehicle is a heavy, imported, technically complex, safety-critical capital asset. It is sold to public institutions and private operators alike under Colombian regulatory and procurement requirements, shipped, nationalized, commissioned, handed to operators who must be trained on it, and supported with original parts and certified technicians for the rest of its service life.
